90年~94年

  90年5月31日羅仁權博士接任第三任教長，正值台灣高等教育面臨激烈競爭，教育資源嚴重稀釋，羅校長不畏挑戰，積極帶領全校師生、行政團隊勞力請進，突破創新，如成立全國第一所網路大學、進駐南科、設立MIT-CCU創意互動教室、校園e化、學生金鷹計畫、提升教師研究能量⋯等。使中正大學蛻變爲美麗的蝴蝶，在學術的舞台上翩翩起舞，成果豐碩。
   94學年教師研究計畫成長至693件6億1仟萬元，較88年成長近一倍，另積極爭取國科會，教育部科際整合型計畫超過7億元，使中正大步踏進研究型大學的行列。
  When Dr. Ren C. Luo served as the third president from 2001 to 2007, the University encountered severe competition from home and abroad. Dr. Luo led the University to face the challenge of globalization and strive for excellence in its teaching, research and development. The National Chung Cheng University consequently became the first academic institution in Taiwan offering master's degrees via e-learning programs, and was also accredited as the best English-friendly learning campus nationwide. With stronger ties with the industries and more budget for its research funding. the University became full-fledged as a research-type university and one of the leading universities in technology licensing and business incubation.

• 第三任校長羅仁權博士就任接掌校務。
• 政治系黃紀教授榮獲教育部學術獎。
• 數學系林長壽教投榮獲總統科學獎。
• 成立貴重儀器使用中心、兒童發展中心。

91年

• 成立國立中正大學校友會，首任會長簡麗環女士。
• 成立彰雲嘉大專校院聯盟。

92年

• 設置晶片系統研究中心、台灣文學研究所。
• 進駐南科揭牌與研發成果展示。

93年

• 羅仁權校長續任接掌校務。

94年

• 舉辦全國大學校長會議。
• 舉辦2005年全國大專校院運動會。
• 成立「國際交流事務中心」
• 成立「亞洲第一、台灣唯一中正大學大學TEAL創意互動教學教室」。
