  Founded on July 1, 1989, the National Chung Cheng University is the first public university established after Taiwan's rapid economic progress in the 1980's, to enhance the quality of higher education in south and central Taiwan. With Dr. Ching-Jiang Lin as its first president, the University has been dedicated to a spirit as demonstrated in its motto, "Taking initiatives, pursuing originality, cultivating virtue and benefiting others." On this stage a comprehensive university of five colleges were set up, including Colleges of Humanities.
  Science, Social Sciences, Engineering, and Management, with a total of 6 doctoral programs, 24 master's programs, and 15 undergraduate departments.

• 成立中國文學研究所、應用數學研究所、社會福利研究所、資訊工程硏究所、國際經濟研究所。
• 新建校舍破土典禮。
• 請林清江博士擔任首任校長。
• 借用嘉義師範學院民雄新校區爲初期校區。
• 第一次校務會議，通過校徽、校歌。
• 第一屆校慶，林校長以「永遠的積極創新」期勉同仁。
• 首屆研究生招生，一○八人報考。
